Both matter.
The three files above are family templates — useful for greenfield builds or as a starting point. Individual projects in production eventually develop their own brand (m511 CCC shipped Playfair Display, m700 settled on Source Serif 4). Those override the family file.
V5.6 formalizes this: if design-systems/{m_id}/DESIGN.md exists, it supersedes the family template. style_consistency_checker auto-resolves by URL hostname.
